Description
The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic progressive leader focused on delivering a premier customer experience with innovative ideas and solutions for the Office of Data Management.
The Business Development and Strategy Director is responsible for developing, implementing, and monitoring strategic initiatives to align with the Organization's long-term goals. This role involves conducting research, analyzing data, and collaborating with stakeholders to create actionable plans that drive growth, efficiency and innovation. This position will oversee the development of all planning studies and support the development of legislation and policy changes. A direct report to the Chief Data and Business Development Officer (CDBDO) is a Senior Member of the MDOT MVA leadership team, working alongside the data team collecting and identifying data in order to make informed policy and business recommendation and decisions pertinent to departmental strategy data and data analytics required on MDOT MVA data initiatives, as well as utilizing the data to assist the Administration with its strategic planning.
Some of the essential duties of the Business Development & Strategy Director include, but are not limited to the following:
- Leading the development of organizational strategies by identifying goals, defining success metrics, and setting priorities
- Translating strategic objectives into actionable plans, timelines and deliverables
- Monitoring the progress of strategic initiatives and recommend adjustments as necessary
- Conducting market research, competitive analysis, and environmental scans to inform strategic planning
- Collaborating with senior leadership and cross-functional teams to align strategies across departments
- Managing multiple strategic projects simultaneously, ensuring deadlines are met and resources are optimized
- Identifying and champion new opportunities for innovation within the organization and partner organizations
The current vacancy exists at MDOT MVA in the Office of Data Management, which is located in Glen Burnie, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Requirements
EDUCATION: A degree in Business Administration (MBA), Public Administration (MPA), Public Policy, or a related field.
EXPERIENCE: Two (2) years of experience in strategic planning, business development, or management within transportation, motor vehicle services, or state/local government.
The ideal candidate will possess:
- Experience leading cross-functional teams in a government or quasi-governmental agency.
- Demonstrated skills in developing long-term strategies, defining KPIs, and driving strategic initiatives to completion.
- Experience with change management, especially for digital transformation or service redesign.
- Experience with data analytics, using data to drive decisions, and continuous improvement.
Ability to model financial scenarios, ROI for strategic investments, and performance-impact tradeoffs. - Track record of building and maintaining partnerships with external stakeholders (e.g., other government agencies, vendors, community groups).
- Ability to lead with a customer-first mindset and to align strategy with MVA’s mission: “customer-driven leader” and “exemplary driver & vehicle services.” MVA+1
- Excellent written and verbal communication, especially for presenting strategic plans to senior leadership, the public, or legislators.
- Strong team leadership, coaching, and mentoring experience.
- Experience in public policy development, regulatory advocacy, or government affairs.
